Government investment and water quality: A spatial economic analysis

​Abstract

Water infrastructure is key for economic development and occupies a center stage in most countries economic policy agenda. High-quality water infrastructure positively impacts people's lives, reduces poverty and inequality, and is associated with economic prosperity. Governments around the world expend significant, albeit insufficient, amounts of money in water infrastructure. However, the empirical evidence regarding the relationship between water infrastructure investment and water-related indicators such as coverage, quality and losses is scant. In this paper, we analyze the relationship between water quality in Colombia as measured by the Risk Index of Water Quality for Human Consumption (IRCA) and infrastructure investment. Using a unique and rich dataset at the municipality level for Colombia, we find an economically and statistically significant relationship between infrastructure investment and water quality, after controlling for important geographical and socio-economic conditions.
