Abstract
The current article proposes a parallel between Canadian and Colombia R&D public policies analyzing them from four different perspectives (Politics, Economics, Culture and International System) with the objective to demonstrate how those different dimensions have historically influenced the governmental priorities towards R&D, therefore leading to different outcomes: A Canadian economy based on innovation policies vs. A Colombian economy left behind in terms of R&D because of its policies late implementation (1990’s)
